[Fiware-wpa] R: Open Specs - update?

Dear Alex,

The I2ND Open Specs doc is now ready for review, you can find it in the shared table, or directly at link https://forge.fi-ware.eu/docman/view.php/27/3430/D713_WP7_v2_generated-2.docx

Please note that the API of CDI and S3C enablers are described in several separate wiki pages, for each of them you'll therefore find a separate section to review in the doc (in case of any doubt please let me know).

I had to face a couple of 'annoying' issues I was able to get rid of only now (heading numbering disappeared when the document was re-opened, links wrongly formatted, ...).
