[Fiware-wpl] Guidelines for Dx.4a (User and Programmers Guide)

Dear all,

Just to clarify something that Pascal was asking. As this is of general
interest, I will send it to all WPLs/WPAs

I finally managed to  get hold of Juanjo and he's given me the info. He
informs me that he has already told the WPLs/WPAs that the "User and
Programmers Guide"  will not have guidelines. The only premise they must
respect is that they should be written as tutorials, to provide an added
value with respect to other docs that we already have.
