[Fiware-wpl] IPRs management pending issues

Dear all,

For the IoT chapter, we apply the defined rules of the Collaboration Agreement. All GEs under FRAND models need a P2P negotiation for any use outside the program itself. We have not planned common development so each partner is responsible for its own assets.

For the Open Source components, they will be integrated as some bundle so could be used without any impact on the closed sources components.
