[Fiware-wpl] New member of all projects on forge

Dear all,

I am adding my colleague Manuel Escriche  to all the chapter projects on
the forge. This is stricly necessary as he is going to be part of the
coordination team and needs to have a wide view of all that is going on
in FI-WARE. So do not be too surprised if you see him on your project.
