[Fiware-wpl] Proposal on how to deal with funding remaining as a result of Ericsson withdrawal

wrt WP9 I'm double checking with Juan Quemada about the details of 
take-over activities. I'll confirm by today EoB
wrt WP10 I'll discuss with Stefano about the proposal discussed during 
the Monday call and send you the details by today EoB.
