[Fiware-wpl] proposal to change the moderation of fiware-wpl/wpa lists

Dear Thorsten and all,

Being the wpl/wpa more a governing body than a free forum for discussion
i'd prefer option 2 for the wpl/wpa mail list, while i'd implement option 1
for all the wps mail list.
