[Fiware] [IMPORTANT] Guidelines & dates for Release 4

Dear all,

We were sending separate messages for Release 4 and this could lead to confusions and oversights. We have created a document that concentrates all the guidelines on a single location to make all clear. It is not self contained, it has pointers to individual manuals, etc., take it as a summary of the things to take into account.

The idea is that this is the basic guidance to Release 4 and we will use it to drive all the process:

We stated at the beginning of the project that we will base the processes on trust and we will be less control-oriented. We may decide to deliver things to the EC as they come and then inspect them a month later, for instance. Karma (positive or negative) will be essential to keep quality and responsiveness at a reasonable level and to reward those who are reliable and trustworthy. Conversely, those who cumulate low karma in the future may be subject to tighter controls.

You will notice that we are adopting tools that are widely used in the IT world and that will give us a fresher look: Github, Apiary, Docker... we see that we have the opportunity to improve lots and we are determined to take it. This time our exposure to adopters will be high - the accelerators have brought in so many projects that we will be kept busy for many months  to come.

Please be aware that there is a well know deadline for the open specs but we have added a few more at the end of the document. We have nearly two months to complete R4. Most of you will be on holidays for part of it but there's still plenty of time. This is the list:

Sept, 25: GE owners to have the sw (docker included) + manuals ready

Oct, 9: GE owners to have the GEri on FIWARE Lab (images & blueprint templates)

Oct, 13: GE owners to have the GEri on the Catalogue
