[Fiware] Karma per GE implementation

Dear all,

As part of risk management and to monitor the performance of each GE, we have started to use the GE implementation karma with a first check point. The GE owners were recently asked to provide files to monitor the status of the instances publicized in the catalogue.

This is the result:

Most of the "N/A" are for GEs that will be released in R4 (there are also some particular cases) but they will of course be subject to monitoring once they provide R4 and deploy global instances.

Of course, we will not send an update to all every time we update this. I just wanted to make sure that all of you are aware of this. If there are any comments, please make them in private.
