[Fiware] Prefinancing released for new partners

Dear all,

Once the 2nd amendment is approved, the payment of the prefinancing of 
the new partners is finally unblocked.

We will send the prefinancing as soon as we can with exceptions in the 
partners of the new nodes. We need to assess the situation in the light 
of the reports that we've recently received and other evidences to 
ensure that we do not run risks.

We have however decided to be flexible in the case of the partners whose 
the nodes  have been already added here: 
https://www.fiware.org/marketplace-platforms/ - they will have the 
prefinancing now as well.

Our admin sections have orders to trigger all the internal procedures to 
do this asap.
