[Fiware] Closure of reporting in FI-Core

Dear all,

The NEF session has been open for months and it is time to close it. For a number of reasons, the 2nd amendment should be urgently activated and we cannot do so until the reporting is closed.

We will allow a little bit of time to input your numbers. Deadline: May 10 at 4pm

Once this deadline is reached, we will send the NEF session to the EC. If the EC sends remarks, the session will reopen but we will use it for those who had remarks, not to allow those who did not finish on time to add their numbers. It is the only way  to avoid infinite loops.

So those who fail to provide their numbers on the defined deadline will have to report them as adjustments in the reporting of year 2 but not now.
