[Masterdata] split communication WP

I'm not sure it's a good idea. In this case we would have the same number of technical and non-technical activities. I think it is better to include them in the same activity and assign the tasks to different leaders. The same happens in activity 2, where even though AGR is the leader of the activity, each task has different leaders (AGR and DDC).

In order to comply with the priorities we are going to divide th WP 5 into communication and dissemination and WP6 impact assessment and ecosystem analysis. Last one leadered by desidedatum.
