[Miwi-middleware] KIARA release for chef recipe

As discussed in today meeting I uploaded latest KIARA release to the 
FI-WARE:

Updated Chef script is in attachment. You need to create kiara recipe 
with the command:

  knife cookbook create "kiara"

Then put 0.13.0_install.rb file into the recipes subdirectory. For 
running you will need also node.json file, which is attached. Run 
installation with command:

  chef-solo -j node.json
