[Miwi-middleware] KIARA: Version 0.13.0

Hi. I finished and pushed to ZHAW Gitorious Repos a new version of 
KIARA. This is a major feature release.

* Features/Bugfixes

1. This release includes policy checking features from CISPA. The 
preliminary documentation is in kiara/doc/UseOfPolicies.txt. For policy 
support running WSO2 Identity Server is required, documentation contains 
installation manual and unit tests. Final documentation will be written 
in MediaWiki format for the FI-WARE release.

2. Fixed minor bugs in type system and installation instructions.

WARNING: Please note that I will rebase today benchmark branch on top of 
the current master branch. This will modify history of benchmark branch.

There are no changes in installation instructions.
