[Fiware-cloud] 4/10 meeting minutes

Hello,

I've just made an input to the wiki related to User Portal epic and also
assigned it to the
tracker. Since there are already epics for UserCLI and AdminCLI, I think
that the epic Admin Portal can
be removed because is included in those two epics.
