[Fiware-data] Roadmap for Release 3

Dear all,

I have created a draft roadmap in our chapter private wiki to start updating it to release 3. You will find it at [1].  You can start working on providing the names of the features that you plan to implement in the following releases (R3.1 to R3.3). You can also update the overview section where I have just copied your old plans for this release.

It would be nice to have a first shot by the end of the month. It's a living document, so we can refine it later on, it doesn't need to be definitive.
