In my eyes, it would be sufficient, to have one item type with 'Catalogue.<action>' and action=create or update. But if there is a real need to further differentiate this activity (and document this with finer granularity naming), then I would suggest to have really the full list of catalogue items as differentiators. Then you have to add a further entry 'Catalogue.Downloads.<activity>'. This is in particular important for those GEi's which will not (or better cannot, due to the peculiarities of the specific GE) offer instances. This is true, e.g. for many I2ND GE's.
