[Fiware-i2nd] FiWare_T7.3: First draft of generic enabler description for T7.3

Dear Thomas,

thank you for proposing the initial description of this GE, which from my point of view is completely in line with the preliminary discussion we had during the kick-off meeting.
Please find attached a revised description that includes some refinements and contributions.
Tomorrow I'm going to the FIA in Budapest and I'll be there till the end of the week. I will have sporadic access to the email but let me know if something else is needed for this first round of contributions.

  Dear partners,

   please find attached a first draft version of the generic enabler description for T7.3. Although TID did not yet distribute a template for the GE description, we already started to collect information for the GE description. We would like to ask all partners to check the description and to think about further improvement. Any comment and improvement is wellcome!

  For several items, we have added specific partner names, which we would like to ask to specifically contribute to the related part of the description (in line with their expressed interest in T7.3).

  To be able to set up a first consolidated version until end of next week, we would appreciate your input until Wednesday 18.5., noon.
