[Fiware-iot] Update to D11.4.a: Standardisation Plan

Hi Thierry, Denes, Lorant,
hi FI-Ware IoT chapter,

we did an update to the standardization plan document D11.4.a
to highlight the start of the ETSI M2M study group on "Semantic Support for M2M Data".

This is a direct action from Fi-Ware and IoT-A and we like to see this reflected in the
standardization plan.

can you please approve this changes to Lindsay so that he can sleep assured this
changes are agreed by WP5.
