[Fiware-iot] Template Handler GE

Here is the initial response for 2 of our action items from last week's call. I have added two pages to the (private) wiki describing architecture as well as how to materialize it, see:

*         https://forge.fi-ware.eu/plugins/mediawiki/wiki/iot/index.php/FIWARE.ArchitectureDescription.IoT.Backend.TemplateHandler

*         https://forge.fi-ware.eu/plugins/mediawiki/wiki/fiware/index.php/Template_Handler_GE - first draft, but should and will be extended in the coming weeks

There are a few open issues that need to be resolved before putting it on the public wiki.
