[Fiware-iot] weekly minutes

Dear All,

In order to distribute the load of taking the minutes, I suggest doing a round-robin policy within the partners instead of the always-NSN policy. 

The next minute taker will be NEC for the IoT weekly in two weeks. They will designate who comes after them.
