Probably this question fits better in NGSI mailing list, but I do confirm that NGSI have "build-in" actuation mechanisms.

However, there is a easy workaround: consider updates with side-effects. E.g. you can define an attribute e.g. "executeCommand" on a given entity, so when you do an updateContext on that "executeCommand" then a command is executed (the value used on the update for that attribute is the command to execute). If you need to capture a result for the command, you can have another attribute (eg. "executeCommandOutput") so when the command is finished, you will get the output in the attribute.

I'm not sure but old good SNMP has a similar approach to execute commands in managed devices.

*         a comment about the status of the implementation of the NGSI interface in the Protocol Adapter.

By the way there is another point that is not clear about the NGSI interface: the interface between the Data Handling GE and the Protocol Adapter GE doesn't define an actuation command. Currently this operation is only available using the TI servlet  that is based on the GDA API (by Ericsson). I don't know if the actuation is comprised in the NSGI specification.
