[Fiware-iot] Wiki available for documentation R3.X

Dear all,

I've updated the wiki pages for Release 3 documentation. Please tell me if you find any mistake. I remind all of you that we have to use the private wiki and this specific place to update all deliverables regarding documentation (UTP, UPG, IAG) and that the review will be done on what you will put here.
One of the key criteria is the reference to any feature we have described in the Technical Roadmap/Materializing the vision to maintain consistency between the wiki and the docs.

Please describe a workitem to track your activity when working on a specific document and be aware that workitem is available for one sprint.
