[Fiware-iot] IoT technical Roadmap: switch from R3.1 to R3.2

Dear all,

First thank to some of you who provided the content for Technical Roadmap in R3.1 and R3.X. But I cannot be satisfied by the following points:

·         Backend Device Management (TID): no features planned for R3, nor R3.1, neither R3.2

ð  In relation nothing in the tracker so I have to consider that nothing was done since the beginning of July till the end of September

·         Conf Manager: a feature on JSON for NGSI but for me no consensus has been reached for that

And beyond these points, as Release 3.1 is now closed, I would now what is the status for the features in R3.1. If I check the backlog, I can find some open tickets (eg timestamp for IoTBroker) so as explained before we have to create Stories to explain in which sprint we are developing a feature and if we reach our target.

So two main Action Points per GEi owner:

·         Update the status at the end of release R3.1 of available features

·         Update the roadmap and backlog accordingly
