[Fiware-iot] new tracker / R3 features

Hi Thierry, all,

I started to put our R3 features into the private wiki. (https://forge.fi-ware.eu/plugins/mediawiki/wiki/fi-ware-private/index.php/TechnicalRoadmapR3-IoT)

I guess we also need to create tracker items for them.
Should I use the tracker for that as always, or is this what should go into the new tracker system?
