[Fiware-testbed] wp10 phc for this week

dear all,

for sure yes we will have weekly phc today. since the major issue at the
moment is d10.5.1, the phc is delayed at 17:00 to accomodate thorsten.

in the meanwhile i prepare a doodle to chose another time-slot to be agrred.
