[Fiware-testbed] Revised versions of WP9 and WP10 to incorporate in amendment 4 of the DoW

here the final version, after an internal check of respective WPs 
(partners explicitly approving are listed in the filename).

If agreed with the changes, you can simply accept all and remove comments.
