[Fiware-testbed] minutes of today phc

Thanks Stefano for the minutes.

Two comments from my side:
- I would not be able to make the Audio-conf planned on October 11th at 14:30 since travelling. Apologize for that but will catch up through the minutes of that audio,
- As for "Global instances GEs needs to have Oauth security" what are the plans to get this introduced. Thought a proposal would be prepared and issued. So question do we have a date at which it will be made available ?
