[Fiware-testbed] reaction to costs letter - version 4

Hi stefano,
please find my revised version attached.
I changed some minor things in the other paragraphs too.

I added a statement which questions the expert percentage distribution for Taks 10.1, building on top of the statements discussed so far. It references as well "Distribution of staff effort"  as discussed. Even if we do not have the proper solution for the problem currently, I think we should raise this concern now. The EC has to deal with this and we shouldn't just accept that the distribution is unfair to the two partner groups mentioned in the paragraph.

I discovered another glitch as in the statements of paragraph 4 in relation to (D 10.1.2 and D10.2.2) you seem to reference TID and ENG work a lot but apparently no paragraph which actually would touch on the work that is performed by all of the partners deploying machines in the Testbed and actually running the systems. If this paragraph would/should really sum up all performed work, this should be largely improved.
