[Fiware-tools] FI-WARE DevComE Technical description

Dear All,
Today I've taken the content of the web document
"FI-WARE DevComE Technical description" we are editing in Google Docs
and produced the .doc version using the official template.

starting from now the document to work on is the one versioned at
https://forge.fi-ware.eu/scmrepos/svn/tools/trunk/deliverables

I ask everyone to work there and take care about possible conflicts ...
let me know as soon as possible if you agree or not to proceed this way.

tomorrow I'll set the on line document to read only.
