[Fiware-tools] Follow up WPL-WPA conference call

Hi Tim,
you're right ... something changed since I added that link ...
anyway you can look at the already inserted Epics and
respect that template

it seems that the page I was pointing do not exist any more ...
the right page now is this one

but the attachments are missing ...

I'm looking for the xls that explains the fields values, but it seems
it's no more into the forge or into the wiki.
