[Fiware-tools] Review of D9.3

Dear All,
with the great work done by UDE and the support of Engineering team it 
has been elaborated this preliminary draft of the methodology. Still a 
lot of work has to be done but it is time to start collecting also your 
feedbacks to be sure we are sharing all the same view. Please follow the 
link below and provide comments and feedbacks asap as in the meantime 
the document writing proceeds.
