[Fiware-tools] REMIND: Effort spent vs planned in M30 PPR - justification needed by November 20

dear laura,

i think it is enough to write nothing rather than being so punishing.
anyway the ec will notice it and in case the partners will be asked at
the review, if it is the case, to provide a justification.
