[Fiware-tools] FI-CoDE Handbook: Tools Requirements

As discussed in our last confcall, I have created a  Google doc for collecting the requirements of our tools:

I have included the "Table of Contents" of the proposed new chapter of the FI-CoDE Handbook. Additionally, I have included the old requirements (highlighted in yellow) that we have from another source,  so you can review and update them. Please remove the highlights once finished.
