[Fiware-tools] Additional numbers for the Cost Review reply letter

Dear Davide, all.

UPM was not involved in the Catalogue until the end of 2012, and I personally took over in March 2013. The only new feature added in that timeframe was an initial version of the API, most of the effort was directed to the handover of responsibilities from EAB. 

I’m sorry I don’t have a lot of details, but the API as a new feature can definitely be added to that list.
