[Fiware] New name for DevComE: FI-CoDE

Dear All,
sorry for spamming you with this trivial issues but this is to inform 
you that the name DevComE for the collaborative environment realised in 
the Tools Chapter has been changed now with FI-CoDE (Future Internet - 
Collaborative Development Environment).

Provided the previous name was awful and probably also this one is not 
extremely exciting, we are mainly addressing a request of the EC. :-)
