[Fiware] Source code and binary packages releasing procedure for FI-WARE Release 2

Dear Henk,

My colleague states that "although it could not be useful" we want it
here "to avoid misunderstandings with the EC".

We do ackowledge that this is of little use. But this maybe confusing
from outside (EC or others) and if someone tries to locate binaries and
does not find one GEi, he may think that there is something wrong or
missing.

If you want to further discuss it I would suggest that we do it off list.
