[Fiware] Delivery and updating of Architecture and Open Specs

Dear WPLs,

The time has come. Once Juanjo signalled that we could deliver the current contents of the Architecture and the Open Specs, there are no particular reasons to put it off any longer.

1) @WPLs:  please go to the docs in the cockpits and incorporate all the changes to the private wiki. Pay attention to this: go to the last Word docs with control of changes and incorporate the changes to the pages.

As far as we can recall, the respective links are in the cockpits:

     *   The Open Specs of WP3 were already delivered

2) @WPLs: then port to the manuals to the public wiki

In the meantime, we will take a look at the format and organization of the docs available from the links on the cockpits and if we do not come across any particularly serious shortcomings, we will accept the changes and deliver the word documents already available. This needs time and we may need a few days to complete the task. Note that this is decoupled from the work in the wikis and that a doc could be delivered regardless of whether the WPL has updated the public wiki or not.

The Open Specs are individual deliverables and can therefore be delivered separately per WP. However, the Architecture is a single deliverable so the delivery to the EC works on a "all or nothing" basis.

As stated in the WPL/WPA call, this does not preclude further inputs from the coordination or other stakeholders that could lead to more change requests that would be edited in the wiki pages directly. The bottomline is that this is suitable for publication but there is margin for improvement.

Maybe the individual GE owners want to follow up this and coordinate internally with the WPLs. A GE owner is expected to take great care in checking that all the changes are properly reflected on his/her wiki pages.
