I should have sent you this email about the Innovation Radar before the FI-WARE review, but I simply forgot.
This Innovation Radar is now standard practice for all reviews, so please find the standard explanatory email below.

Please distribute this email within the consortium. The small innovators have the opportunity to send back the forms, directly to me, until May 22.

Dear Juanjo,

DG CONNECT is collecting structured data about the innovation profile of our projects. From September 2014 onwards, this data collection is done as part of all reviews (although not part of the actual review).

This will mean that I will announce this Innovation Radar pilot at the beginning of the review meeting and will ask you to distribute the attached Word questionnaire to the small innovators in your consortium, i.e. SMEs or academia/research institutes that are thinking about starting a company. The questionnaires can be given back at the end of the day or sent to me by email. The reviewers will select the 1-2 organisations that they think are most suitable, and will ensure the answers are encoded in a database, via a web form made available to the reviewers (one reviewer will encode the answers).

Attached is the web form with the questions that will be answered. Also attached is the part of the web form related to individual innovators; this part can be distributed inside the consortium.

I take this opportunity to stress that the existing review procedures prevail. The key points to be aware of regarding this pilot are the following:
·         The project does not need to prepare any additional deliverables or reports than have currently been foreseen in its Description of Work.
·         The answers to the innovation questions will not influence the review panel's overall conclusion concerning the contractual obligations of the partners as described in the Description of Work. The innovation questions are primarily a vehicle to secure data about the innovation profile of our projects.
·         The data collected by the innovation questions will be used to identify high potential innovators and innovation opportunities in projects. The EC plans to see how it can guide such innovators to support that could help achieve their innovation potential and accelerate to market. This is being started now, and should be operational in 2016.
·         It is expected that much of a "normal" review already addresses points that will allow many (if not most) of the innovation questions to be answered. What changes compared to the past is that these answers will be captured in a structured data form (compared to an unstructured review report).

I am sure you welcome the opportunity of contributing to this pilot and, in so doing, helping us shape this new approach for H2020.
