[Token-all] Summary of PUC use of Token Services

Dear All,

Last week we completed the meetings and assessment of the planned use of
the Token Services by each of PUCs.

file which summarises this. For each service, you can find a description of
where and why the PUC will use the service.

To the PUCs, please feel free to add/update any more details as they become
clearer throughout the PUC development. Jorge will also add additional
recommendations where relevant.
