EBSI is preparing to go live, with advances being made by the EBSI technical office on all fronts, from finalising risk assessments and security plans to developing the use cases for the next version of the EBSI infrastructure.

If you are responsible for delivering or are building an online public service in Belgium, do not miss the 'European blockchain network for public services in Belgium' event on 24 February 2021. This event focuses on how the EBSI network will accommodate the needs of the Belgian public sector once it is live.

Policy update






Joint statement by the European Commission and the European Central Bank on their cooperation on a digital euro

In a joint statement<https://ec.europa.eu/info/files/210119-ec-ecb-joint-statement-digital-euro_en> issued on 19 January 2021, the European Commission and the European Central Bank (ECB) announced their commitment to ensure a strong and vibrant European digital finance sector and a well-integrated payments sector to respond to the emergence of crypto-assets and new payment needs in Europe. To this end, the ECB is exploring the possibility of issuing a digital euro, to compliment cash and payment solutions provided by the private sector.

Following the public consultation on 12 January 2021 and a period of preparatory work, the ECB is considering whether to start a digital euro project towards mid-2021. Such a project would answer key design and technical questions and equip the ECB with the necessary tools to issue a digital euro. Together, the ECB and the Commission are reviewing a broad range of policy, legal and technical questions concerning the possible introduction of a digital euro, taking into account their respective mandates and independence provided for in the Treaties.

The Commission becomes first Chair of INATBA’s Governmental Advisory Board

On 21 January 2021, the INATBA<https://inatba.org/> Governmental Advisory Board (GAB) appointed the Commission as its first Chair for the duration of one year. Together with newly appointed co-chairs Canada and the Republic of San Marino, the Commission will develop a work program to stimulate global regulatory dialogues. The European Blockchain Partnership is a member of the INATBA GAB and can propose items for its work program.

News from the European Blockchain Observatory and Forum

After publishing reports<https://www.eublockchainforum.eu/reports> on the latest developments in the EU Blockchain Ecosystem, the European Blockchain Observatory and Forum will host an online workshop to debate the findings of these reports at the end of February 2021. Technical update






The EBSI technical office has made significant progress as it prepares for the go-live of v2 of the EBSI network:
·    Stakeholders have reviewed the different EBSI feature specifications and their requirements moving towards development and testing;
·    On the "build track", the DevOps and architects teams are making good progress transitioning to the EBSI v2 infrastructure while the developers have been busy implementing the new core services and smart contracts. This infrastructure is ready for the Import One-Stop Shop Distributed Registry use case led by the European Commission's, DG TAXUD, to be deployed by the end of January 2021. The Notaris webapp User Acceptance Testing (UAT) preparation phase has also started;
·    The security track has aligned the vulnerabilities assessment and security plan. It is thus ready to be publish for the Member States' review and;
·    The Technical Governance team has updated technical governance documents based on feedback from members of the European Blockchain Partnership (EBP).

While the United States can boast the famous Silicon Valley, Europe is emerging as a hub of business innovation and technology start-ups in its own right, with its very own ‘Crypto Valley’ in Switzerland.

Crypto Valley, situated in the Swiss canton of Zug, is home to an ever-growing number of blockchain companies, particularly in the area of cryptocurrency. From big players like the Ethereum Foundation to start-ups, if you are looking to establish yourself in the blockchain world, the chances are you have heard of Zug.

Europe as a whole is embracing blockchain through the European Blockchain Services Infrastructure (EBSI), a pan-EU network of cross-border public services using blockchain technology, but the concentration of blockchain start-ups in Zug is remarkable. Just what makes it so suitable?

Stable legislation

Despite the decentralisation of legislative decision-making in Switzerland, which itself is very much in the spirit of blockchain and its distributed ledger technology, Zug presents a very stable regulatory environment for new businesses to find their feet. Flexible but stable regulations mean new blockchain start-ups can establish themselves in less than a month.

A spirit of innovation

Switzerland has some of the best universities in the world, and world-leading experts from these institutions often work together with students and blockchain experts on exciting new projects. The government has even created research institutes tasked with supporting innovative business projects, particularly related to cryptocurrency.

A city from the future?

The future of blockchain is certainly bright, but remains unclear to many of us. Perhaps we should look to Zug for an idea of how things could be in the future as Europe begins to trust blockchain more and more. Local taxes have been payable in cryptocurrency there since 2016, and it is not unheard-of to walk around a street corner and see, in the window of an everyday business, ‘Bitcoin accepted here’.

Airdrop

A way to promote a cryptocurrency by distributing free tokens to certain traders.

BUIDL

A deliberate misspelling of 'build', this refers to the advice given to investors to actively contribute to blockchain projects rather than simply hold cryptocurrency and hope its value increases.
