[ff-all] New authorizations and New Letter Template

Dear colleagues,

one year ago our bylaws were changed and it took really one year to be
registered at court in Berlin - but now it happened.

With this now all four members of the Board of Officers are registered at
court and with this have the right to do legally binding signatures on
behalf of the FF Foundation (together with a second signature).

Due to this we have changed our letter template which I would like you to
use from now on.
