[FI-NEXT] VERY URGENT: febraury 2019 as month for the final review

i forgot the gctc event in washington where we ff are deeply involved.
so please discard my previous suggestion. new suggestion is:

week starting on 11 feb

main beneficiaries as for the interim review shall attend the meeting.
everybody is of course welcome.
