[Ficore-administrative] [Fiware] Prefinancing released for new partners

Dear all,

Quick clarification. The table shows figures of pre-financing for those 
who can receive the payment immediately . Having someone in red do not 
necessarily imply that they will not receive the pre-financing, it means 
that we need to assess the situation of concrete nodes to realistically 
see if there are risks or not. A second chunk of payments may happen at 
the beginning of 2017.
