[Fiware-boost-rural] Letters of support folder and partner description folder

In order to maintain and ordered structure in the shared folder now
inside of the section 4-5 folder there are two subfolders:
- Partner descriptions
- Letters of support

Please use them accordingly to their names (partner descriptions have
been moved the the first one)
