basically there are two main requirements for proposals:
1. to demostrate a strong business impact
2. to "use" fiware. this case, enhancing the fiware technology base, make
sense to me.

given the above, i do not see why the should be considered different. the
calls are for adoption, in the end.

Is the same thing for a new Generic Enabler (Open API Specifications)?

i'd be very suspicious that a sme can propose a new ge and produce it with
the rigth level of completeness and quality being outside the fi-core
project. this is the place at the moment where technical decisions are
taken and where a global fiware architecture is discussed.
this will not be forever as we do expect in the very next future that a
foundation external to the projects will take on board the technical fiware
management.

still i think submitting a completely new ge is rather difficult and this
certainly requires the full involvement of the fiware technical team in the
evaluation.
