I have two instances on Stockholmregion and they have floating IPs. Both
instances have remained in SHUTOFF state and they don't come up. Reboot
reports: "Cannot 'reboot' while instance is in task_state powering-on'

Both instances were running fine two weeks ago. I have installed some
software to them, including running 'apt-get update'. I rebooted servers
after software installation just to see that start-up still is ok.

~11 days ago I wasn't anymore able to have ssh connection to instances
(error: no route to hosts). FI-Lab web UI showed instances OK. However when
I rebooted other one to see if it helps, but it didn't come up, it remained
in REBOOTING state. I reported the problem to FI-Lab emailing list but I
never got proper answer/solution (just message that issue has been
forwarded)

However two days later the first server accepted ssh connection.

And now week later both servers are stuck in SHUTOFF state.
