[Fiware-fi-city] Proposal on Google docs

Hi Folks,

  After playing a bit with it, I have decided to go for editing the proposal in Google docs.   I hope this will help us to go faster.

  For every release of Part B of the proposal, I will generate:

  *   One master copy which you will all be able to view but you won't be able to edit.   The mastercopy of the current Release 0.3 of the proposal is available at:

  *   One draft copy per section of the proposal you can edit.   Regarding the current Release 0.3, you will find the drafts at:

  Please start editing on the drafts ... but mark your additions assigning a blue color to new added text (color of the font, not the background) and a red color to the text that is based on text from the mastercopy you have changed and therefore requires revision.

  From time to time, I will consolidate text in the mastercopy and change to black in the draft copies that text that has been consolidated.   Consolidated text will have assigned two colors:

  *   Black, meaning that we believe it is final, so we don't want you to spend time trying to improve it.   If you consider there is a change that should be introduced, please add a comment.  Of course, you can add text.
  *   Dark brown, meaning that we believe it still deserves revision (e.g., text in section 1.1)
