[Fiware-fi-city] Merging of WP2 and WP3

Hi all,

  While reviewing section 3 of the proposal I have gone for a simplification and I have decided to merge previous WPs 2 and 3 into a single one dealing with standardization of data models and KPIs, leaving apart dashboard component descriptions (which doesn't add too much value and could be a bit difficult to understand to evaluators).

  This may help overcome some funding issues (still I believe we should go for a modest funding due to tough competition) and it will also be helpful to get section 3 done more easily :-)

  I'm currently implementing this merge.
