[Fiware-fi-city] Tables dealing with risk-mitigation measures

Hi all,

  I have provided some initial input to the tables dealing with risk-mitigation measures.   I would kindly ask both Alfamicro and UniRoma to try to finalize the tables, either adding some new risks you believe may be missing or reviewing the currently proposed risk-mitigation measures.

  Let's take advantage of the fact that we are editing the document in Google docs.   This should allow both of you to work in parallel.
