[FIWARE-ihubs-committee] Final Version of FIWARE iHubs Charter

Dear FIWARE iHubs,

After a lot of work by all of us (MSC, BoO and BoD) we are sending you what
we hope will be the final version of the Charter

It does not have many differences from the version we presented at the last
MSC meeting, but it is important to highlight the following:

   - there will be up to three Co-Chairs, instead of one Chair and two
   Vice-Chairs;
   - we incorporated details about the process of choosing Co-Chairs;
   - we have clarified the difference between the responsibilities and
   actions of the "FIWARE iHubs Program" and the "FIWARE iHubs Mission Support
   Committee".

We invite all of you to read this final version of the Charter, and in case
you have any comments, observations or suggestions for changes, you can
send an email to me and Ali, to analyze it together.
